Circumvention of EU sanctions and illicit trade: what is the role of criminal enforcement?

The Working Group 3 of the GLITTS COST Action kindly invites you to join for a 90min-webinar on illicit trade and circumvention of EU sanctions on Monday 12 June 2023 at 12:30 PM CET.

The webinar will be moderated by Dr. Francesco Giumelli from University of Groningen and the following topic will be presented and discussed by Dr. Lorenzo Bernardini and Francesca Finelli from University of Luxembourg.

‘Circumvention of EU sanctions and illicit trade: what is the role of criminal enforcement?’

The Webinar will address the recent developments of the EU sanctioning practice in the context of Russia’s aggression of Ukraine, illustrating the enforcement strategies adopted by the Union, since February 2022, to counter circumvention. Focusing on the phenomenon of sanctions evasion, this talk will highlight its interconnections with illicit trade and illicit money flows. To this end, some examples will be provided, in order to depict the main issues at stake. A brief overview of the recent criminalisation of sanctions breaches under Article 83(1) TFEU will be carried out, showing how the introduction of this new Euro-crime will significantly impact the fight against circumvention at the national level. Some critical remarks on the recent reform will be discussed, questioning the role of criminal law in the field, as well as the Commission initiatives on asset recovery and confiscation.
